the 5 in the first equation is the Y intercept ( where the graph would be on the Y axis, so to move the graph 4 units up, just add 4 to the Y intercept

g(x) = 4x^2 +9

To go up 4 units you add 4 to f(x)

g(x) = f(x) + 4
g(x) = (4x² + 5) + 4
g(x) = 4x² + 9
