To turn a fraction to a decimal all we need to do is divide the numerator by the denominator. The answer to that is the decimal form of the fraction. Lets do it:-

4/25
4 = numerator
25 = demonstrator 

Divide:-
4 ÷ 25 = 0.16

So, 4/25 as a decimal is 0.16
