JROTC changed its primary goal from being a creator of military officers to being an educational institution for citizenship and proper behavior. Nowadays, they are not connected to the military per se, they are rather educators of civil behavior. Their role might change again in a hundred years, whether it be going back to teaching military officers or being disbanded, we cannot know for certain what the future has in store.
