Members of congress are assigned to a committee based on their political party, their seniority in congress, and their allies within their party. Sometimes, an individual's expertise on a topic may be taken into account, if the party leaders believe that the expertise would help advance their cause. If a person belongs to the minority party, then having expertise on a topic may lead to the person being assigned to a different party.
