As stated in the United States Constitution, "All duties on imports and exports were to be subject to the revision and control of the Congress." This statement was taken from what is known as the Import-Export clause. This basically prohibits the states from forcing tariffs on exports and imports that are beyond necessary, without permission from the Congress.
