Are there options? Austria-Hungary had many fears, and different at different times. At some times, the biggest fear was the struggle for independence of the different nations that were part of it. At others there was a fear of lack of heir, which would  and did at times lead to wars. Other times foreign powers were a threat  such as Russia and France
