First just make the whole number a fraction.
3 in fraction form is 3/1.
Now make it have a common denominator with the fraction 1/2.
Just multiply both the numerator and denominator by 2.
This gives you 6/2
Now add!
6/2 + 1/2 = 7/2
So 3(1/2) = 7/2.
