It appears 2 of the men are after the one on the persons foot, I’m guessing it’s where the federal officer is trying to take down the bootlegger just like the other two men. I suppose through prohibition, the bootlegger is the one causing trouble even though they’re trying to settle down from what they are doing. While the police are tackling them down.
