when an object is in projectile motion, only gravity acts on the object. since there is an acceleration in the vertical direction, the forces are unbalanced.
well most of the time it may seem balanced but it actually isn’t. It mostly depends on how you shoot the arrow, mostly how fast,the angle, and the condition of the arrow. So your answer is no.Hope this helps
