Answer:

You can find a percent increase because the percentage would go up. Like 30% if it increased it would go up too 50%. Which increased by 80%. And you can also add and subtract to make sure your answer is correct.

To find a deacrease it means that the percentage would go down. Like 80% to 60% is a decrease because it went down by 20%.
