Well, from what I can tell, Judah & Israel were pretty small and defenseless kingdoms. And there's many big and strong kingdoms around them! So maybe the stronger kingdoms want to keep attacking Judah, until the Judah's army completely went weak, then they can push over the kingdom easily.
