It is important because it is the first official document declared in France in which human rights and liberties were publicly announced.

Explanation:

French Revolution brought many changes, including political setup of the country. Monarchy was overthrown and Republic was established.

Of course, this changes had to be officially proclaimed. Under the influence of American Declaration of Independence French revolutionist wrote Declaration of the Rights of Man and Citizens were they stressed out civil liberties and rights.
