In the United States, their is no penalty for not voting but you aren't helping out either by saying "I'm not gonna vote for Trump or Hillary because they are both bad". If you vote for what you think will be a better choice, that is better than just not voting at all because one of the answers is going to be voted on. Again their is no consequence of not voting but you should vote for most things.
