A by B is simply [tex]\frac{A}{B}[/tex]

    3 by x + 1 is [tex]\frac{3}{x + 1}[/tex]  

    5 by 2x is [tex]\frac{5}{2x}[/tex]  

So, the equality is ;

                [tex]\frac{3}{x + 1}[/tex] = [tex]\frac{5}{2x}[/tex]  

Cross multiply and solve the inequality;

         3(2x) = 5(x + 1)

         6x  = 5x + 5

          6x -5x = 5

              x  = 5
