The citizens can assist the community members by providing them with food and shelter for time being until the government makes some other arrangements for them.
They can provide them with medical care by calling in the associations or groups of medical practitioners for emergency help.
The citizens can also assist the relief and rescue forces to evacuate the people stuck in dangerous places.
