President snow has threatened to kill katniss and everyone she cares about. She is constantly thinking about it and how she’ll deal with it. She wants to live, but must decide between her or peeta living in the arena
Because of Katniss' actions in the first book (attempting to eat Nightlock because she didn't want her or Peeta to die), President Snow was after her in the second book.
