its becuase they they owed to many fines and they still didnt make enough money.
The main reason why the Urban workers were discountered was because based on the stuff that they had done in the past, they were due to a fine that then had them in a so called ... "debt". They owed money to many sorts of people and low key governments. In a way they were fined, and this would be the reason to why the Urban workers were discontented.
