Evaluation deals with content and meaning. Evaluation is how a word is understood, in either a positive or a negative way. An example to better explain this would be saying Atheist and Infidel. Atheist is something with relatively positive evaluation because it implies that the person chooses to be an atheist. Infidel means the same thing except it has a negative evaluation because it is understood as something bad.
